<p><strong>Overview</strong></p>
<p>Performs a full range of work for establishing and administering the Agency/Department&#8217;s records management program (3 V.S.A. § 218). The position functions under the general supervision of the Agency Records and Information Manager. Examples include:</p>
<ul>
<li>Analyze, research, and create records retention schedules for [components of] the Vermont Agency of Transportation.</li>
<li>Operate personal computers, relevant databases, electronic records management systems, and software applications.</li>
<li>Coordinates the record life cycle with agency personnel and the Vermont State Archives and Records Administration.</li>
<li>Identify compliance issues and negotiate with agency components to encourage compliance. Determine when to refer compliance issues for further review, advice, and action.</li>
<li>Review federal and state laws and regulations, state and department standards, and professional literature.</li>
<li>Participate in special projects.</li>
<li>Participate in educational and professional development opportunities.</li>
<li>Provide presentations, in a variety of formats, to all levels of Agency staff.</li>
</ul>
<p><strong>General Job Description</strong></p>
<p>Utilizes effective and efficient methods for the systematic identification and management of public records to assure their authenticity and accessibility from creation to ultimate disposition; the identification, classification, and analysis of public records to determine their value and ultimate disposition (destruction or transfer to state archives); and the establishment and maintenance of an agency records management program. Applies knowledge and expertise in software applications, state government structures and functions, database theory, archives, records and information management, and electronic information systems to collect and analyze recordkeeping data. Independently performs the full variety of records management functions, including: inventorying or records, application of appraisal theory and methodology; development of records management policies and procedures; assisting in the conduct of legal reviews; and identification of professional standards and best practices. Work is explained in accordance with project management principles and techniques and reviewed upon completion. Interprets and applies policies, guidelines, and standards to resolve problems encountered during the work and refers only the most complex and difficult issues to the supervisor. Understands and explains records management program requirements to Agency components; analyzes and implements services specific to meet those needs in accordance with an approved, annual operating plan; and provides full consultative services and outreach to Agency divisions, including guidance on record schedules, laws and regulations, policies and guidelines, and professional standards and best practices. Monitors Agency components for compliance with record schedules, policies and guidelines, and professional standards and best practices, negotiates with agency personnel to encourage compliance, and independently determines when compliance concerns need to be referred for further review.</p>

<p><strong>MINIMUM QUALIFICATIONS:</strong></p>
<p>Graduation from a registered college or university accredited by the American Library Association or registered by the NYS Education Department to grant degrees with a Master’s Degree* in Library Science, Information Services or equivalent and six (6) years of paid full-time professional library experience in a library of recognized standing, one (1) year of which must have been in an administrative** capacity over a complex operation.</p>

Vermont public libraries were surveyed in 2012 and the results collated. Salaries for the 105 librarians range from a mean of $17.88/hour to a maximum of $38.26. The salary range for paraprofessionals runs from the mean of $13.32 to a maximum of $19.00. Information on salaries and benefits is presented by library governance, experience, population, and size of library.</p>
<p>The current recommended minimum starting salary for a library director with a bachelor’s degree and the Vermont Department of Libraries Certificate of Public Librarianship is $40,300, or $19.38/hour with a full benefit package.</p>

Some digital inclusion strategies are referred to as “broadband adoption” which includes technology training, broadband awareness, low cost internet service and low cost home computers. NTIA is expected to release a Broadband Adoption Toolkit in May 2013. <p>Programming &amp; Publicity Coordinator (PT)</p>
<p><strong>Job Summary:</strong></p>
<p>The Programming &amp; Publicity Coordinator is responsible for organizing and overseeing adult programs, scheduling the Library’s Community Room and art display areas and all public relations relating to the Library.</p>
<p><span id="more-4962"></span><strong>Duties include but are not limited to:</strong></p>
<ul>
<li>Organizes adult library programs including art exhibits, displays, book discussions, public lectures, film series and special events.</li>
<li>Coordinates the publicity for all library–related activities. This includes monthly e-newsletter (via Constant Contact), creating posters &amp; brochures, posting to local listservs, writing press releases and updating the Library’s website.</li>
<li>Assists patrons at the circulation desk when necessary.</li>
<li>Attends meetings, conferences and workshops as necessary.</li>
<li>Performs other related duties as assigned.</li>
</ul>
<p><strong>Education &amp; Experience:</strong></p>
<ul>
<li>College degree</li>
<li>Excellent oral and written communication</li>
<li>Excellent social media skills including website and WordPress design</li>
<li>Experience with Constant Contact and other electronic communication software</li>
<li>Creative and a team player</li>
<li>Organized and detail-oriented</li>
<li>Excellent public service skills</li>
<li>Creative problem solver</li>
</ul>
<p><strong>Hours:</strong></p>
<p>20 hours/wk includes some nights and weekends as dictated by programming demands.</p>
<p><strong>Compensation:</strong></p>
<p>$13.00 &#8211; $14.50, commensurate with experience. 20 hours a week. Benefits include paid holidays, vacation, and sick time.</p>

<p><strong>RESPONSIBILITIES</strong> Insure the performance and reliability of systemwide bibliographic databases by establishing policies and procedures for the entry of information by library staff. Develop and support library system web and mobile applications using HTML (5), CSS and JavaScript employing responsive design concepts. Train and support library staff in the use of software. Perform original cataloging for all VSC libraries. Create, modify and catalog reports for all aspects of library operation. Visit and consult with technical staff at each of the VSC libraries.</p>
<p><span id="more-4948"></span></p>
<p><strong>QUALIFICATIONS</strong> Masters degree in Library Science with additional expertise in IT desirable, plus one to two years of experience in library technical services. Teaching and training experience. Planning, writing and organizational skills. Experience with CSS, responsive web design, HTML 5.</p>
<p><strong>COMPENSATION</strong> Within the VSC Grade 12 Salary Range</p>
