State Librarian – Vermont Department of Libraries (Montpelier, VT)

The State Librarian provides vision and leadership for the diverse functions of the State library agency and library services statewide. The position reports to the Secretary of Administration and serves as administrative head of the Department of Libraries, with a staff of 19 full-time employees and an overall operating budget of $3.3 million. The State Librarian serves as a member of the Chief Officers of State Library Agencies (COSLA), as president of the Vermont Public Library Foundation, Inc., and as secretary to the State Board of Libraries, a citizen advisory board appointed by the Governor. The State Librarian also administers the Vermont Library for the Blind and Physically Handicapped and institutional libraries located across the state.The State Librarian directs the Library Services and Technology Act (LSTA) Grants to State Program. Under this program, the State Librarian provides leadership, technical assistance, statewide library development projects, and grant funding to nearly all of Vermont’s local public libraries.

The base salary for this position is $85,154, which may be negotiable based on qualifications.

General Job Description
The State Librarian is responsible for fulfilling the Department of Library’s mission through the effective and efficient administration of an innovative, creative, and complex organization:

  • The State Librarian plans and implements strategies that utilize emergent technologies and virtual services to provide comprehensive public access to library materials, collections, and services.
  • The State Librarian ensures that all state, federal, and private grant programs that fall under the State Library’s purview are managed in compliance with grant objectives and requirements.
  • The State Librarian fosters strong relationships with the State Library’s various partners and constituencies, seeking input and advice, and promoting collaborative efforts that maximize the agency’s fiscal and human resources to the benefit of Vermont citizens.
  • The State Librarian works closely with federal Institute of Museum and Library Services leadership to ensure the needs of the state’s libraries are met.

The State Librarian develops and implements the Department’s long range plan under the Federal Library Services and Technology Act and oversees the Department’s budget which includes federal, state, and special funds. The Department provides library and information services to the three branches of state government, libraries statewide, the general public, and Vermonters with special needs. It also promotes excellence in local libraries through training and technical assistance and fosters statewide cooperation and resource sharing among all types of libraries.

Working Conditions
Duties are performed in an office or library setting. Job related travel is required. Private means of transportation may be necessary for required travel. Evening and weekend overtime may be required for library related functions. Travel may be necessary in all types of weather.
Preferred Qualifications
This position requires a Master’s degree in Library Science from an American Library Association-accredited institution. Candidates will be expected to have at least five years of progressively responsible library management experience as a director of a major library system, responsible management experience in a state library agency, or a large library, or other similar related professional experience. Grants and contract management experience, knowledge of integrated library systems and information technology resources as they apply to libraries, and experience with the legislative process are desirable.
